21st State Level Teakwondo C’ship held in Pasighat

East Siang win team championship

ITANAGAR, Dec 01: East Siang Taekwondo Association won the overall team championship with 19 gold, 17 silver and 26 bronze medals in the 21st State level Teakwondo Championship, 2013 held in Pasighat, East Siang from November 26 to 28. West Siang Taekwondo Association finished runners up with 10 gold, one silver and seven bronze medals, according to East Siang Taekwondo Association release.

A total of 410 players—231 boys and 179 girls—and 51 officials participated in the championship, the release informed.

 

AAPYO conducts anti-drugs awareness campaign

ITANAGAR, Dec 01: The All Arunachal Pradesh Youth Organization (AAPYO) organized an anti-drugs awareness campaign at Khonsa and Deomali on November 23 last.

Addressing the gathering at Circuit House, Khonsa, AAPYO president Biri Joy urged the youths to refrain from using drugs which can ruin their lives. He called upon the youths to work for the welfare of the society and maintain unity and brotherhood among people of the state. He also urged the youths to preserve flora and fauna of the state.

The campaign was supported by Tirap Youth Organization.

 

TKSC-ABK joint meet held

ITANAGAR, Dec 01: The stand of Adi Bane Kebang (ABK) pertaining to the inclusion of certain Mishing families in Adi tribe based on cut off year and prepared family dossier have been in principle endorsed by the Tai Khamptl Singpho Council (TKSC) in a joint meeting with ABK at Namsai ADC office here today.

While condemning the mushrooming of organization with “all Arunachal” nomenclature without the sanction of community based organization, both ABK and TKSC have appealed to the people of Arunachal Pradesh and other recognized organizations to reject such unauthorized organizations.

The meeting also decided to take up common issues for the betterment of both the communities and the state as a whole, according to an ABK release.

 

APPRCC lauds Govt.

ITANAGAR, Dec 01: The Arunachal Pradesh Panchayat Raj Co-ordination Committee (APPRCC) has lauded the state government for its decision regarding devolution of power to Panchayat Raj Institutions (PRIs) vide notification no CD (PLG) 391/2011-12 (PT) dt 14th Nov 2013 and PR-21/2006 Dt 14th Nov 2013.

An APPRCC team led by chairman Sushil Nalo and secretary Sangha Tagik today called on Chief Minister Nabam Tuki and discussed issues related to socio-economic development and devolution of finance, function and functionaries (3Fs) to PRIs of the state, according to an APPRCC release.

During the course of discussion, the CM asked the PR leaders to work sincerely for all round development of the state. The CM also stressed on establishment of separate panchayat windows after receiving report from the Committee. He also assured to provide Rs one crore as fund to each ZPC for urgent development work. He also directed the state PR and FD department to purchase vehicles for ZPCs immediately, the release added.

 

Orgs demand speedy trial of murder accused

ITANAGAR, Dec 01: All Tirap District Students’ Union (ATDSU), Nocte Students’ Union (NSU) and the Tirap district unit of All Arunachal Pradesh Youth Organisation have demanded speedy trial and death penalty of the accused murderer of Chalat Rango.

Leveling various allegations against the officer in-charge of Deomali Police Station, the three organizations have demanded immediate suspension/transfer of the OC. They further urged the state government to give lump-sum compensation to the deceased’s family on humanitarian ground.

 

Orientation prog for para legal volunteers

ITANAGAR, Dec 01: Arunachal Pradesh State Legal Services Authority (APSLSA) under its National Action Plan organized a one day orientation cum induction programme for para legal volunteer students of Arunachal Law Academy (ALA) in the institute today.

Addressing the students, APSLSA Member Secretary Budi Habung exhorted them to be a responsible para legal volunteer of the authority so that the mission of providing free and qualitative legal services to the masses can be achieved.

Dani Belo, OSD, Hirender Kashyap, Chief Judicial Magistrate, Yupia, Habung Tangu, Civil Judge/JMFC, Yinkiong, Damge Niri, Civil Judge/JMFC, Khonsa, Uttam Deka, Principal, Law Academy, Jumgam Jini, Assistant Professor, Law Academy, Advocates Deepa Yoka, Sunil Mow and Minki Boje attended the programme as resource persons. They explained about the project of para-legal volunteers which aimed at imparting legal awareness to volunteers selected from certain target groups who in turn act as harbingers of legal awareness and legal aid to all sections of people.

Arunachal a mosaic of indigenous faiths & culture

ITANAGAR, Dec 01: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has described Arunachal Pradsh as an dazzling mosaic of different indigenous faiths, practices and religions.

“The state is home to 26 tribes, more than 100 sub-tribes and different faiths. It is truly a Mini India and celebrations like the Indigenous Faith Day provides opportunity for better understanding of different faiths and motivate all for honest and positive engagement between people from different faiths and beliefs, said the Governor addressing the Indigenous Faith Day celebration at Indira Gandhi Park here today.

The Governor called upon the people of the State to preserve their own culture as it gives them an individual identity of their own. Stating that language is the critical factor in preserving the culture and preservation of language in the world of globalization is a major challenge in promoting and maintaining cultural identity, he advised the parents to speak with their children in the mother tongue.

Conveying his appreciation for documentation and codification of indigenous language of the State, Governor suggested that the indigenous people should develop books, Lullabys, folk tales and multimedia for the children in their own language and devise reward system to make learning mother language competitive amongst children. One of the best ways would be listening to songs in the mother tongue, he added.

The Governor also appealed to the tribal communities to create awareness about the religious practices, reasoning and linkages to other indigenous faiths. He said that indigenous people of the world possess an immense knowledge of their environments, based on centuries of living close to nature.

“Living in and from the richness and variety of complex ecosystems, they have an understanding of the properties of plants and animals, the functioning of ecosystems and the techniques for using and managing them that is particular and often detailed. This traditional knowledge is based on teachings and experiences passed on from generation to generation. It is holistic and cannot be compartmentalized and cannot be separated from the people who hold it. It is a way of life. This traditional wisdom of our elders, in every sphere, agriculture, craftsmanship, synchrony with mother earth should be documented and preserved,” Sharma said.

Underscoring the important role of institution of priests in preservation of indigenous faiths, the Governor called for streamlining the institution amongst the indigenous faiths group and ensuring that access to these institution and the remedies offered by them are rational, scientific and affordable.

Reiterating that youth are the future of the country, Governor said that they are the one, who have the responsibility to carry forward the rich cultural heritage. He said that their energy and dynamism need to be channelized in preserving our treasured indigenous cultural heritage. Quoting Jamaican Politician Marcus Garvey, who said that people without the knowledge of their past history, origin and culture is like a tree without roots, Governor said that the youth have to be convinced that their identity lies in the strength of the cultural uniqueness and distinctiveness. Quoting Mahatma Gandhi, who said that No culture can live if it attempts to be exclusive, Governor advised that indigenous people that they should embrace development and inculcate scientific spirit. Effort must be there to create a pan humanistic approach and outlook for indigenous faiths.

Stating that preservation of one’s own culture does not require contempt or disrespect for other cultures, Governor advised all for peace and harmony in the society. He also called for an all faiths’ centre in the Capital, where all the religions can practise their own faith.

Governor congratulated members of Indigenous Faith and Cultural Society of Arunachal Pradesh, who have been working tirelessly in preserving the cultural identity of every indigenous faith of the State. Governor also paid tribute to Golgi Bote Late Talom Rukbo, founder of the indigenous movement on the occasion.

MLA Tamiyo Taga said that indigenous people have huge responsible in preservation of their own culture. He urged upon the people for peaceful coexistence and to develop their own faith.

Advocates of preservation of indigenous culture and faiths in America and Canada, Sequoyah Trueblood, internationally respected Native American Elder, healer, ceremonialist and teacher, appealed to the indigenous communities not to let anyone take them away from where they belongs to. Stressing on preserving their environment along with their culture, he said that if they take care of their land, she will take care of them.

Earlier, IFCSAP President YD Thongchi in his key note address briefed the people on the celebration. He thanked the State Government for declaring the day as gazetted holiday. Thonchi said that for the first time Indigenous Faith Day is observed all over the State on the day. Stating that all religion is equal and culture is inherent part of the faith and religion, he urged upon all the believers of indigenous faith to strive forward to protect, preserve and promote their own faith.

President of IFCSAP declared Dr. Tai Nyori as the recipient of IFCSAP Ratna Award 2013. The award, which carries a citation, a shield and cash amount of Rs. one lakh, will be presented to Dr. Nyori on the IFCSAP foundation day on December 28.  IFCSAP Secretary also spoke on the occasion.

The daylong celebration started with prayer song by Kargu Gamgi, Naharlagun, which was followed by lighting of inaugural lamp by the Chief Guest.

Our Ruksin Correspondent adds: The members of Do:nyi-Polo Yelam Kebang(DPYK) today observed Indigenous Faith Day to mark 75th Birth Anniversary of Golgi Bote Talom Rukbo, the founder of Do:nyi-Poloism.

Several hundreds members of DPYK including the young school girls gathered at Pasighat Central Gangging this morning and took out a mega car rally.

The participants of the rally led by the DPYK central committee members prayed to almighty Do:nyi-Polo for the welfare of the human beings.The participants of the rally were felicitated at Bilat, Ruksin and Oyan by the local committee members.

 

 

SP Lama dies following cardiac arrest

ITANAGAR, Dec 01: Superintendent of Police (SIT) Thupten Tsewang Lama died following a cardiac arrest at Bomdila last night.

Born in 1957 at Thengmakhar, Tawang, Lama joined in Arunachal Pradesh Police in 1978 as Sub-Inspector of Police. He was holding the rank of Superintendent of Police (JAG) at the time of demise.

“In his passing away the State has lost a very efficient and outstanding Police officer,” said Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma said in a condolence message, and prayed for eternal peace of the departed soul.

In his condolence letter to late Lama’s wife, Chief Minister Nabam Tuki said, “It pains my heart to write to you at this moment of extreme grief. I humbly endure to share with you the saddest times of your life though I know that it would be hard to do so and ease the pain you and your family are going through”.

He acknowledged Lama’s contribution to the state as a sincere and dedicated police officer which fetched him prestigious Indian Police Medal in 2010 and Silver Medal by State Government in 2012 for his meritorious services to the state and the nation.

Tuki also mentioned that Lama was closely associated with him during his tenure as Chief Security Liaison Officer to CM and termed him as hard working, generous and sincere.

While extending solidarity and sharing the pain with the bereaved family members, the chief minister prayed to almighty to bestow strength to bear the irreparable loss.

Describing Lama as a straight-forward and dashing officer, MP Takam Sanjoy in his condolence message said that his death would create a void among the ranks of state police and joined the mourners in praying for his eternal peace.  

“Lama will always be remembered as a very nice and lovable person, who was always ready to serve the people with a smile and sincerity, said KK Maheshwari, DGP, in his condolence message.

The DGP, on behalf of the officers and men of Arunachal Pradesh Police and his own behalf conveyed heartfelt condolences to the bereaved family and prayed for eternal peace of the departed soul. MO, paramedics demanded for Pongchau PHC

BJP team leaves for Dibang Valley

ITANAGAR, Dec 01: Bharatiya Janata Party (BJP), Arunachal Pradesh, has demanded the state government to immediately post medical officer with para-medical staff and sufficient life saving medicines at Pongchau PHC.

Expressing grave concern over death of hundreds of human lives in suspected malaria, jaundice and typhoid in various pockets of Longding district, the BJP claimed that the deaths could have prevented had there been proper medical facilities with doctors in those areas. As claimed by the local people, BJP said, the PHC had been running without medical officer for long.

The party demanded the state government to depute technical staff for testing the quality of water and also to take all necessary measures to control the diseases from further spreading. The party also urged the state government to provide V-Sat facility at Konsa, the last border village.  

Meanwhile, a team of state BJP left here today for Dibang Valley and Lower Dibang Valley districts as part of third phase of the party’s ‘Sarhad Ko Pranam Yatra’. World AIDS Day observed

ITANAGAR, Dec 01: Arunachal Pradesh State AIDS Control Society (APSACS)  in association with NSS unit of GHSS, Doimukh, observed World AIDS Day in a befitting manner by organizing quiz competition on HIV/AIDS and other related issues at Doimukh today.

Speaking on the occasion, APSACS Deputy Director (IEC) Tashor Pali said that World AIDS Day is observed all over the world on December one every year to reflect on, re-group and re-energize the campaign against the disease and to extend support to the people living with HIV/AIDS (PLHIV).

Highlighting this year’s theme of the Day, “Getting to zero - zero new HIV infections; Zero discrimination and zero AIDS related deaths,” he said that it is also an occasion to focus on the ideas of “Universal Access and Human Rights” as a campaign mode is stressing on issues including the right to life, right to treatment, non- discrimination as well as the right to health. From medical, to legal, to societal, the availability of the basic support mechanism for the PLHIV will go a long way in ensuring their rights as members of the society, he added.

APSACS Deputy Director (Blood Safety) Dr. Nabam Budh explained in details how HIV is and is not transmitted.  He also asked the participants to not discriminate people living with HIV.

Principal of the school T Ramsing asked the students to learn about HIV to remain safe from the disease.

NSS Programme Officer, J Mishra, speaking on the occasion, asked the students to equip themselves with proper knowledge about HIV. He said that HIV awareness is a voluntary work and everyone should contribute for prevention of the disease.

Karjo Basar, Consultant Mainstreaming APSACS, also spoke on the occasion.

The winners of the quiz competition were given book on general knowledge and pens as prizes.

Jan Shikshan Sansthan (JSS) also celebrated World AIDS Day in collaboration with Oju Welfare Association, Arunachal Pradesh State AIDS Control Society, TI to the IDUs Itanagar, Care & Support Centre (VIHAAN) Naharlagun and Oju Mission School.

In his speech, JSS director Yorpe Nyokir emphasized on educating the masses about HIV/AIDS and its preventive measures to prevent the disease from spreading.

Resource person, APSACS Asst. director Dr. Marto Ete explained in details about HIV AIDS, the routes of transmission of the disease and the precautions to avoid it.

A rally was also taken out to create awareness among public about HIV from Legi Complex to TI office “P” sector Itanagar via “O” Point Tinali.

Prizes were also distributed to the winners of easy competition on topic “Know AIDS to for AIDS’ among junior (cl. VI-VIII) and senior (ClIX to XI) students.

 

 

Ering inaugurates school building

BOMDILA, Dec 01: On his maiden visit to the district as Union Minister (of State for Minority Affairs) Ninong Ering today inaugurated the newly constructed school building at Shanti Deva Vidyalaya (SDV), Upper Gompa here in presence of Chairman DoKA, the 13th Tsona Gontse Rinpoche and Parliamentary Secretary HPD RT Khunjuju. The work was executed by Rural Works Department at an estimated cost of Rs 350 lacs under Non Lapsable Central Pool of Resources (NLCPR).

Addressing the parents and students after inaugurating the school building, Ering encouraged the students to study hard and become worthy citizens as the responsibility of a better and brighter future of the state lies on their shoulders. Reiterating that Arunachal is an integral part of India and will always be, Ering asserted the central and the state governments will always live up to people’s the expectations. Assuring to look into the grievances submitted in the form of a memorandum after the inauguration of the school building by the Buddhist Culture Preservation Society (BCPS) running the Shanti Deva Vidyalaya, Ering asserted that the Central government is committed for the inclusive growth and betterment of the people and he, as the Union Minister would leave no stone unturned in this regard.

Later, he attended the Torgya; the major monastic festival of the Monpas at Gaden Rabgyeling Monastery Upper Gompa. The significance of the 4-day-long Torgya festival lies in the destruction of the negative forces and ushering in of peace, prosperity and goodwill. It is also believed that this monastic festival helps in warding-off natural calamities and other disasters befalling human beings from time to time.

In his brief address at the Gompa, Ering congratulated the monk community for preserving the originality of the sacred rituals and tradition and prayed that peace, prosperity and brotherhood prevail upon the sentient beings.

India should issue stapled visas to Tibetans’

JAMMU, Dec 01:  India should issue stapled visas to Tibetans in response to China issuing such visas to people of Arunachal Pradesh and Jammu and Kashmir, BJP president Rajnath Singh said.

"If China says it will issue stapled visa to people of Arunachal Pradesh and J&K, Prime Minister should tell China strongly that India will also issue stapled visas to people living in Tibet...this answer should be given to them," Singh said addressing a public rally In Jammu today.

"If the Chinese Army enters into Arunachal Pradesh during patrolling, we request them to please leave. Is this what we hope from our Army? They (government) have created bad situation," the BJP leader said.

BJP today asked the UPA government to table in Parliament during its forthcoming winter session the Border Defence Agreement Cooperation signed with China by Prime Minister Manmohan Singh in Beijing in October.

Singh also said that Prime Minister Manmohan Singh did not think of taking Parliament into confidence before entering into the agreement.

"Recently Prime Minister Manmohan Singh visited China where he signed the Border Defence Cooperation Agreement which has many controversial clauses. One clause, as I am made to understand, is that border forces of either country would not tail each other if they inadvertently entered each other's territory," he said.

"They (UPA) did not take Parliament into confidence.

Parliament session is starting from December 5. We will raise this question in the Parliament...the agreement with China should be tabled in Parliament," he said.

Criticising the stand taken by India during the incursion by Chinese troops into Indian territory, he said, "Chinese Army stayed in tents in DoB for 21 days. I want to ask the PM and External Affairs Minister why Chinese and Indian Army troops retreated? China had to leave as they had intruded into this side, but why Indian troops were forced to return from their own land? PM and External Affairs Minister should answer to people of India."

“India should not to make any move that could complicate the disputed border issue between the two countries and impact bilateral ties, China has said. Beijing made the remark in connection with President Pranab Mukherjee’s recent visit to Arunachal. The comments, published in the state-run Xinhua news agency, broke the diplomatic calm over the dispute in place since People’s Liberation Army (PLA) soldiers crossed over to Indian territory in Ladakh in April and pitched tents.

The latest statement was in response to Mukherjee’s visit to the “so-called Arunachal Pradesh”, which China claims to be part of southern Tibet and which is under “Indian illegal occupation”.

The statement also made rare references to the Chinese version of the history of the Indian state.

“The so-called ‘Arunachal Pradesh’ was established largely on the three areas of China's Tibet -- Monyul, Loyul and Lower Tsayul currently under Indian illegal occupation. These three areas, located between the illegal "McMahon Line" and the traditional customary boundary between China and India, have always been Chinese territory,” said the strongly worded statement from the Chinese government.

China's stance on the disputed area on the eastern part of the China-India border is consistent and clear, foreign ministry spokesperson, Qin Gang, said.

China and India established a special representative mechanism in 2003 as an important platform for solving border disputes, holding 16 rounds of talks so far.

During Prime Minister, Manmohan Singh’s visit in October, a border defence cooperation agreement was signed “reflecting the will and resolution of both sides for a friendly and cooperative relationship.”

The agreement is built on previous agreements signed in 1993, 1996 and 2005 that recognise the principle of mutual and equal security. PTI

Accident never warns:

Accidents can hap-pen at any time, to anyone with no warning. But it has been really hard for Pasighatians to delve into their bitter experiences of several road accidents happened due to violation of traffic rules. Increasing number of injuries and deaths they witnessing is a serious threat to the society. Many have lost their near and dears due to careless and reckless driving of some wrong doers which could have been prevented. Many questions use to come to my mind when I face such situations. Why our youths don’t give plenty time to get to their final destination?  Why they don’t follow traffic rules? Why they cut down their safety measures? Why they fail to make efforts to keep calm in stressful driving situations? Is there really any parental control in our society? Who are actually responsible for so many accidents?

Worries:

Town road-network provides a lot of flexibility, convenience and reliability, particularly to the pedestrians. But unfortunately lane discipline is missing in the centurion town. Vehicles are increasing by leaps and bounds but road-safety measures are thrown to the winds. Three boys riding a two-wheeler or riders without license or valid documents or without helmets or without headlight are not uncommon scenes in utter disregard of the rules of road-safety.  Lack of road-sense on highway (NH-52) has further complicated the matters. Over-speeding, overtake tendency and violation of prescribed norms are also there in abundance and major factors of such accidents. Use of mobile phones has posed a new challenge to road-safety. There is hardly any round-about discipline. According to official sources, the young motorcyclists are the worst offenders in this respect.

Lack of parental control:

Road-accidents and fatality is in increasing order. Many a time accident takes place because the rider/driver is immature, unaware of traffic rules or drug addict or intoxicated. Medical records are red with the daily reports of fatal road accidents. Lack of road sense of the users has complicated the matters. There are heavy casualties but the parents are sleeping over the problems oblivious of the urgency of the matter. They may either busy in their own businesses or do not have time to think about the future of their lovable kids. Thousand dollar question is who will change the mindset of our youths? Who will guide the innocent youths while parental control and utter lack of coordination is another great source of worry!

Hopes:

Hoarding, banner or poster in bold and clear letters of advises may not be enough. To check the situation, it is imperative that effective long and short term measures are immediately taken. Everyday unannounced traffic checking, regular police-bike patrolling, impose of heavy fines, seizers of vehicle etc can bring positive results and make the place better for us especially for our children and senior members. But we understand that magistrates and police personnel are limited, overburdened and meant for various developments of the district and can not be spared everyday.

Our will and concerted efforts can do wonder. Municipal councilors, PRIs, volunteer welfare organizations and parents have to keep a watchful eye on what’s going on around them. They should extend their fullest supports and helping hands in the fields to strengthen the local administration like members of ABK (Women Wing) who are setting shining example in making drugs and alcohol-free East Siang. Their tireless efforts are praiseworthy and being appreciated by all. It is felt that youth organizations, especially the student unions should come to the front to educate and create awareness about safety measure as they can relate more with the youths. Organizing various awareness campaigns with the help of appropriate authorities they can motivate our unaware youths to make them understand why traffic rules are important for everyone and how sudden speed or brake or veer into lane can lead to a dangerous accident, killing one or many. Hope such endeavors will help and save many precious lives and stall prosperity in the society.

 

 

Workshop on IHHL and water quality monitoring concludes

ITANAGAR, Dec 01: The month-long block level workshop –cum-training on construction of individual household latrine (IHHL) and water quality monitoring under IEC campaign concluded at Bhalukpong under Thrizino-Buragaon block on November 28.

The programme covered four blocks, namely Singchung, Kalaktang, Dirang and Thrizino-Buragaon under West Kameng under the aegis of Executive Engineer, PHE & WS Division Bomdila.

The main objective of the workshop-cum- training programme was to train and educate the Gram Panchayat Members (GPM) and Village Water and Sanitation Committee (VWSC) on construction of low cost latrine and to create awareness among people about the importance of good sanitation practices and safe drinking water for maintain health.

During the programme, the team led by consultants, divisional laboratory assistant and block coordinators demonstrated and trained the participants practically as well as through PowerPoint presentation on construction of low cost latrine and use of field test kits (FTK) to test water quality. Issues related to proper sanitation practice and waterborne diseases were also thoroughly discussed.

FTKs and bacteriological test kits (BTKs) were also issued to each Gram Panchayat member to test quality of water.

This is in reference to the news item published in your daily on 27th November 2013 under the headline ‘Allegation Baseless: ADM”, in which ADM Talo Potom had alleged me of land encroachment and also interfering in his official duty . First of all I want to clarify that everything he alleged against me is baseless and he is doing such things with personal vendetta.

His personal grudge against me is related to an incident of 28th July 2013 when he arrested my younger brother and put him at Itanagar Police Station on flimsy charges of earth cutting for drainage in front of allotted land. He arrested him, put him behind bar for 4(four) days and later himself granted bail but most surprisingly after two months the summon was then served in my name as accused u/s 3PDPP Act for attending hearing in his court on the said case on 25th of October’2013. I was away at Guwahati from 26th to 30th July 2013 during the incident period on official task to attend Hearing of the PIL case on Green Field Airport, as ordered by DC. Having no option I had to hire a legal counsel and stayed all criminal proceeding against me in the High Court and was compelled to filed civil suit challenging his power conferment of JMFC, CEO, ADM and Estate Officer, which Honble court took cognizance and issued notice returnable within three week and also notice of interim was also served as prayed by me against him.

Having failed to nip me he again hatched conspiracy by issuing order to PWD, Capital Division-III and OC ,PS Itanagar, signed by him on 31st October 2013 that on spot  verification of my residential area from his office claiming that I had encroached upon PWD road and submitted photographs. It is now revealed from the CCTV footage installed in my resident that it was Personal Security Officer (PSO) attached with him who on the direction of Mr. Talo Potom had taken photographs from his mobile phone by entering my resident in our absence.  Also the photo clippings shown by him with angle post in the news paper do not belongs to any of my legal plot or compound, so god knows whose photo he published to tarnish my image. He claimed to have received complaints against me with photographs on 31st Oct ’2013 but it is false as such in his order letter to OC, PS Itanagar and EE, PWD, Div-III, no where it is mention of any complainants or no copy served to me for intimation. He lodged complain in the name of some anonymous person name T.Raju, after I went to press. The PWD authorities too had submitted its report stating that “the portion of road has been totally washed off since heavy monsoon occurred during 2009 and the road couldn’t restored due to lack of fund provision and remain non motorable since then.”

He had also alleged me of encouraging land grabbers in the Capital Complex being a land officer and blames me for obstructing the trial and enquiry for the offence committed which is baseless.  His desperation ration can be seen from the complaint he mentioned to have lodged before Chief Secretary, for initiating disciplinary action under CCS conduct rule against me for approaching to the High Court and for interrupting criminal proceedings against me by going to court. He forgot that he is not above the law and every citizen had been granted fundamental rights under democratic setup of this country to approach judiciary for end of justice if person like him in chair tries to misuse power against common man to set personal score and tarnish reputation. That the Government of Arunachal Pradesh through Political Department vide order no POL/PA/76 dated 20th Feb’1976 had declared the present ITAFORT SITE AREA as protected archaeological monument in our state. The said notification states that any attempt to excavate, deface, injure etc by anybody except a license holder of archaeological officer from Govt. of India is prohibited. Also any other department intended to undertake activities in the vicinity of the said monument area should take prior permission from the Deputy Secretary (Political) Govt. of Arunachal Pradesh. Also vide letter no RES(A)91/76/V2 dated 19-01-2000 the Director of Research had written letter to DC, Papum Pare to not issue land allotment within the protected monument area at least keeping buffer zone of 100 mtr.

But most surprisingly, Talo Potom himself had encroached some portion of the land belonging to Itafort monument area by excavating it in the year 2011. As per cadastral map Sheet No-K-17, plot no 24 the area under the occupation of under him is shown as 11,331.76 Sqmtr against his land allotment order of 500 Sqmtr issued by DC, Capital Complex vide no LRB-092118/95 Dated 28/12/2010 which is more than 10382 Sqmtr illegal occupation under his possession. The present Itafort boundary wall had been manipulated by him during the construction to suit his advantage when it came up for construction in the year 2011 funded by North East Council (NEC) as such the original map of Itafort which had been obtained from the Director of Research office does not tally with present boundary wall shape. Moreover, whether his present land allotment order which he obtained have the permission of the Political Department or does it follow in conformity with letter wrote by Director Research to DC is questionable? When he himself is the illegal encroachers of land belonging to protected monument area of the state how come he carry out eviction, issue summons, seals buildings, drawing offence etc to other citizens as an Estate or Chief Estate Officer. All these encroachment had been done by him in his capacity as an estate officer and ADM. So before going deep it is he who need to rectify himself and should resigned on moral ground from said post for being an illegal encroacher of a protected monument area before “throwing stones on others while himself living in a glass house”. My above statement can be corroborated or verified by any one at the present Itafort monument site.

As for starting proceedings against me in his court for any offence he should know that u/s 479 of Cr.P.C he should refrain from drawing proceedings against me, for I have already filed litigation against his power conferment and any case against me if any should be tried by other judge/magistrate. As for his illegal encroachment of the monument area complaint shall be lodged against him to the appropriate authority so that necessary action can be initiated as per law of land.

No work until demands are meted out

Dear Editor,

The 12th Pakke-Kessang Land Affected Peoples' Forum (12th PKLAPF) in collaboration with land affected owners strongly protested against ongoing construction activities carried out by the SUSHEE Company’s and decided to stop works of Trans Arunachal Highway in the  Sede to Khodaso stretch. In order to understand ground reality behind the halt of said work, on 27th November'2013, the Deputy Commissioner cum Chairman District level land Acquisition Committee visited the site and at the same time a meeting was held. In the meeting the Chairman requested the Forum and land affected owners to let restart the work but 12th PKLAPF along with general public didn't accepted the request made by Chairman. Rather we rose in one voice deciding to stop ongoing execution works of TAH at its own jurisdiction till the remaining compensation payment is cleared. In the said meeting we submitted 7 (seven) points charter of demands to the chairman which are as follows:

1.      The Chairman of East Kameng District level land Acquisition Committee should constitute a committee for fresh reassessment through a new team as like assessment done by the Chairman, Papum Pare.

2.      The Chairman should give clear cut instruction to fix the chainage numbers according to ascending order as per successive village wise which falls on Right of Way (RoW).

3.      Re-examine of payments made on same chainage number to many individuals.

4.      Re-measurement of earlier arbitrary measurement taken without following proper procedure and consent of land affected individuals.

5.      The Chairman should direct for re-assessment team/ committee to assess the commercial properties as per given guidelines.

6.      The Chairman should recover money drawn by Land officials in the pretext of disbursement to the land affected individuals and same should be handed over to land affected communities.

7.      The forum strongly demands that the Chairman should list out the individuals name who have been paid in cash partially by District Administration in the name of cash distribution against land affected individuals and their remaining due compensation payment should be paid through proper cheque system.

The above points are basic demands of land affected individuals and therefore for effective compliance and to oversee transparent and free fair implementation of said compensation exercise, the Forum feels essentials to be part of re-assessment team and requested for the same. Our demands are serious in nature and therefore the Forum appeal for appropriate action against the erring officials of the District Level Land Acquisition Committee and fulfill the above mentioned demands as early as possible. If authority fails us, we will not hesitate to knock door of the court for delivery of justice to all.

Declare result at the earliest  

Dear Editor,

Through your esteemed daily I would like to request concern authorities of RWD and PHE& WS department for early declaration of recruitment result of Surveyor and Junior Engineer. We the unemployed applicants are waiting for result notification. Every day we turn pages of local news paper in the hope of result declaration. But authority is delaying the process.

Therefore I appeal concern authority to declare result without further delay as it may reduce frustration of candidates.

Every tribe and district should be treated equally

Dear Editor,

This is an apropos to article published in your daily under the headline ‘MAC is not secessionist’ by one Dawa Tsering of Tawang, where he seem to be aggressively arguing by not understanding the actual meaning of my last letter. In his post he said that they are not secessionist and they are not asking for separation from Arunachal and advices us to ask our representative to vote against it in the state legislature.  First of all my friend don’t be so emotional and aggressive when we are discussing about the realities but it’s ok as someone said SACH KARWA HOTA HAI. But I want to clear some misconcept which he pointed out. In my earlier article I only gave opinion and raised questions to the state government and no one can snatch my freedom to question my government when they are doing injustice and no one can stop my freedom to give opinion because this is India not Tibet. I only opined that Mon Autonomous Council will set a wrong precedent for the future of Arunachal because Arunachal is home to more than 20 tribes and each tribe has their own culture and religion which are also equally important for them. The problem will come when each individual tribe starts to demand same autonomous council like Monpa brothers are now asking for. In such situation what will government do? It will create a mess in the future of Arunchal and who will be responsible for it???? If every single tribe have their own local governing body then what will be the role of state government? But I never said that MAC is secessionist or they are asking for separation from Arunachal and I am neither against creation of MAC. Secondly I only gave the examples of apathy of state government toward others district and religions. State government has already gifted a separate department for Changlang, Tirap and Longding districts i.e Department of Changlang, Tirap & Longding Affairs and also a separate department for Buddhist religion i.e Department of Karmik and Adhyamik and has pumped in crores of rupees to build Monasteries at West Kameng and Tawang district to preserve Buddhist religion and culture of Monpa. But they are not giving same treatment to other religions and culture of Arunachal, Why???? Everyone wants to know the reasons for giving extra privileges to these people and no one can stop me from questioning these things to my state government but I never said they are traitors or accused of working on behest of Tibetans. I never used even a single word of Tibetan and only gave the examples. Thirdly I never questioned the legacy of Late Dorjee Khandu, I only pointed out the selfish stand on Mon Autonomous Council because being in the Chair of Chief Minister he should stand for oneness but in this issue he was selfish. Lastly we don’t need to know the history or bio-data of Monyul, we only know the Arunachal and only know that all tribes and religions of Arunachal are same and have equal importance.

Cover up act

Dear Editor,

Hon'ble Mr president's visit let's at least have the privilege of addressing him that way as they do in the US, has brought forth two things to our notice. First thing we notice is the financial potential of our govt of transforming our roads overnight by installing halogens and brightening the once dark sidewalks, smoothing out the potholes and painting road marks. It’s a different matter altogether, whether the efforts are a cover up of past financial mismanagement that had painted a different picture of capital roads in the visiting dignitary's eyes. Good that the president won’t be visiting the sector roads lest he would come to know that on paper capital roads are an eight lane expressway. The second point is the injustice meted out to the daily commuters of the capital in the garb of rehearsals wherein they were made to wait long hours on the roadsides. One cannot tell for sure if the ambulances ferrying critical patients were made to queue up too. Sure there was prior information in the paper that administration are going to mess up the traffic but then one should know that these practices are followed in those states where they have alternate routes to divert the traffic of the least important people.

Beijing’s old ploy

China's state-run media yesterday reiterated the country's claim on Arunachal Pradesh, contending that the area is under "illegal Indian occupation". Referring to President Pranab Mukherjee's just concluded visit to Arunachal Pradesh, state-run Xinhua news agency highlighted the Chinese Foreign Ministry's statement urging India to refrain from moves that complicate boundary issues and restated Beijing’s claim to the territory. The Beijing’s latest move is not surprising at all and is on the expected line.

When Prime Minister Manmohan Singh visited state in the year 2009, China had then expressed strong resentment and called on India to desist from such act. This year there has been report of Chinese incursion inside Chaglagam area of Anjaw district which lead to strong reaction from New Delhi. In another incident recently China issued staple visa to two Arunachalee archers instead of regular visa. All these incidents show that Beijing is not ready to easily give up their claim over Arunachal which it considers as part of south Tibet.  However this time govt of Arunachal rebuked China with Chief Minister Nabam Tuki saying, “When the President or Prime Minister visits their own country how could China react?” Hope message has reached to right ears across the border.
